Penn Badgley, who plays Joe on Netflix’s alluring drama, acknowledged that the show’s adventures are traveling to Europe, but not to Paris, as the show’s third season implied. The action will instead take place in London, and there’s a very simple reason for this.
“To be honest,” Penn admitted to Entertainment Tonight, “it’s less expensive.”
However, the European setting will not be the only notable change. “The tone is same,” Penn remarked, “but it’s moving in that there’s a different framework.” “We’re doing things a little differently this time.” It’s almost as if the genre is altering slightly. And I believe it is effective.”

Penn said that Marianne (Tati Gabrielle), whom Joe was last seen stalking at a café at the end of season three, would return in season four—but that’s not all: “There’s also some other recognizable characters,” Penn added.

The shift in continent may theoretically cause Joe to alter, but Penn isn’t so sure.
