Regina Haywood (Warren), played by Elizabeth Warren, is the newly promoted deputy inspector of East New York in the play East New York, which was written by Mike Flynn and William Finkelstein in collaboration. East New York is a poor, working-class neighborhood located on the eastern edge of Brooklyn. In the midst of social upheaval and the beginning stages of gentrification, she is in charge of a varied collection of officers and detectives, some of whom are reluctant to implement her inventive methods of serving and safeguarding the community.

Alongside Amanda Warren in the CBS drama pilot East New York, series regular roles have been secured for Ruben Santiago Hudson, Richard Kind, Lavel Schley, and Olivia Luccardi.
Marvin Sandeford, the character that Hudson will play, had the opportunity to further his career and become a boss or a detective, but he chose instead to remain a patrol officer.
